For the safety of all children who visit GBPLD, children under eight (8) years of age must be accompanied and directly supervised by a responsible caregiver of at least 14 years of age who assumes full accountability for the children’s safety and behavior in the library. “Directly supervised” means the child and caregiver must be able to observe one another at all times. Library staff do not serve as ‘locum parentis’ for children in the library. Parents or legal guardians are responsible for their children’s safety and well-being while their children are visiting the Gail Borden Library District (GBPLD). When the safety of an unaccompanied child is in doubt, or if the child is unaccompanied repeatedly, the library staff or Security will attempt to contact the parents. At their discretion, the Security staff may call the Elgin police department to report an unattended child during open library hours to provide custody. This policy is used in conjunction with the Library’s Rules of Conduct Ordinance. Violation of this policy is grounds for suspension of library privileges.
